No existing page is rasterized. Text remains selectable, vector artwork stays vector, and embedded images keep their original resolution. The document is serialized again, so its byte size can change even though visible source-page quality does not.
Not with this tool. If you are authorized to edit the file, open it in a PDF application, enter the password, and save an unlocked copy. Add that copy here. Damaged files are rejected rather than producing an unreliable download.
Any change to a signed PDF, including adding a blank page, can invalidate a certificate-based digital signature. Add pages before the final signing step when possible, or verify every signature in your PDF application after downloading the edited document.
